I didn't think the video was such a big deal . Sheet happens . Just glad it wasn't me that almost got gored . Mind you I would have dropped him with the head on, head shot . LOL

It does not matter at all if it was a misfire or a misfeed, the gun went click so the gun was cocked, no big deal.
You asked the question and I gave the answer, some guns on ejection and some on loading. The Lee Enfield cocks on closing, just an example. If the gun is on opening it is possible to not fully eject a spent round and the gun then put that spent round back into the chamber.

Has too much time on their hands
Most TV hunters should quit using bolt-action rifles. You rarely see one that can use a bolt rifle without looking awkward while doing it. Shoot - cycle - reacquire target, do not remove the rifle from your shoulder. It should be nearly automatic. The video never showed what happened with the second shooter after the shot, but I'd be embarrassed to put myself on TV working a bolt like the first guy. I would bet that his "misfire" was not a misfire at all but the result of mishandling the gun. The "click" sounded overly loud (sound-edited in) to me. Pretty coincidental to have a true equipment malfunction at such a bad moment. I think he opened the bolt enough to see if there was a shell in the chamber when he was walking up to the moose, decided that there was and closed the bolt. Then he pulled the trigger on an empty when the moose was getting up.
Someone (MikePal maybe) once posted a video of a guy in Europe shooting wild pigs with a Sauer or something of the like. He was an expert but his shooting routine is how a bolt action should be handled.
OK I found a similar video, same guy but not sure if it's the exact same video I mentioned above. TV hunters take note, use a bolt-action like this:
