Antlerless Draw - area 78

So I was doing my licenses the other day online and put in for my first choice of 68b, and second choice 78. I typically hunt 78e and in the past was always able to buy surplus tags, the area is bow only.

So last year I didnt get a doe tag in either area, which is odd cus I usually get on one my second choice. I then discover that the area had surplus doe tags, but they were not selling additional tags for the area.

The draw system onlinen didnt give me the option to select a sub unit for 78 . . . I found this odd. Anyone else notice this as strange?

ya I noticedthis last year too. 78 and all of its subsections are contradictory and aren't clear in my eyes... a friend got his and said that the best way is just to go to the offices and talk with an actual person sometime before june
