Bear hunt on hold?

Did anyone that purchased a bear tag get a notice in the mail that the hunt is on hold until some court issues get dealt with? I heard a guy say that he got a notice in the mail yesterday instructing him to hold off. I would usually inject myself directly into a conversation like that but at the time it was not possible. Is there any truth to this? I hope not. Even though I am not a bear hunter myself I am in full support of a spring bear hunt.
