Depending on the WMU, some Pool 2 hunters have received tags. Most often though, they don't normally get tags.
Edit: Brain fart... I answered according to the general draw, not the excess tag issue. !

yes - As long as you applied to the draw and was unsuccessful you are eligible for a surplus tag
The surplus line is now live...started at 5:30 et

I'm at just over 300 calls now. finally got ringing then it hung up on me after a minute. still trying

I had it ringing 20+ times... Sometimes would ring.. And ring... Sometimes it would go and say "due to technical difficulties... Once I got through I spent another 10 minute on hold.
