    I would just take them to the proper shop that have the equipment and experience. Whatever small fee they will charge will be well worth the hassle of purchasing equipment.

    Same goes for re-fletching. At $2 per arrow it's not even worth buying the equipment and making a mess with the glue

    I would think a carbide or diamond tip cut off wheel with the arrow in a jig would do just fine.
