i've shot my fair share of pigeons over the years and inside the garage its the wand that gets used and no pellets ricochetting around lad Don't ask how I came to this conclusion many many years ago Lol Had a bud who would jam a piece of soap down the barrel to shoot mice inside his house with even . Lol

Has too much time on their hands
YUM,YUM..all time as a kid, part of our diet in NS growing up. The cow farmer in Gatez Brook (Mcrae) used to let us shoot everything in the barn. Daisy BB gun, crossman pellet/BB combo. .22 cal CO2 pistol. Was great fun laying in the hayloft and shooting with the girls too....lol.

I'd just stay out of it. You already told them the laws. You really seem to have a stick up your butt about it. If you care as much to quote laws and argue with internet strangers call the MNR or municipality. just keep in mind that will really cause these family troubles you are talking about.
To be honest, this sort of stuff is something I wouldn't care about. Starlings are a pest and I practice archery in the backyard even though there is a no discharge bi-law. I guess the city could come fine me $400 if I had a nosy neighbour who reported it.

These people are my friends, may not have met a lot of them in person, but not total strangers. At least there is a place I can talk about it and get advise for what is irritating me.
Take the warning labels off. Darwin will solve the problem.

I really hate starlings, if it was up to me I would insist that they be eradicated from existence lol!!! But yes you must follow municipal laws with regards to wildlife control.
I would have just told them, kill em all and let them be. No need to get involved
