I remember a few fellas I knew up NOrth at one time that were dogsledders. Their dogs, slept outside ALWAYS. Each Dog had a doghouse but most of them decided the roof of the doghouse was more comfortable. And the racket the team would make when someone went by. OMG

My Grandmother has a large Shiloh Shepherd that lives outside, with his requirements for shelter, a sleeping pad, food & water in the garage. He is well adjusted...and spends his day out in the snow, the wind the -30c cold. Buuutt His coat is a couple inches thick and lofty.

Yep, some breeds are bred to live/thrive in those conditions.

    Others aren't.

Waiting for these temps to get above -10. My dogs are going stir crazy.

No doubt. That is why some common sense is required by the dog's owner and any SPCA worker. Different dogs/breeds have different needs/wants. Grandma's Shiloh doesn't last but a few hours in the house, and is less active in summer heat, -30 doesn't even phase him.
