It started on my brothers dog chin as well then over time turned into severe dandruff hair loss then dry scaly skin over the years. He spent many thousands of dollars at the vet trying medicated shampoo's, creams, antibiotics, steroids, dog food, switching dog bowls etc. The dog constantly whined and was always scratching itself.
