As others have said, they don't always gobble. However seeing hens and no toms/jakes is a bit odd. There is a chance those hens are already on the nest and the Tom has moved on to "greener pastures". It doesn't mean that Toms/Jakes wont come back. As the pickings get less and less for them as the season progresses they will start to wander.

Anytime we see hens the toms are not far away, I've had many a sighting on my trail cam in the afternoon in fairly pen woods near stream edges, if you find some sign in these areas might be worth a sit.
