So since an ATT will kinda be implied if you have an RPAL does that mean you can shoot it at a secluded gravel; pit or on your own range?

LTATTs were always to a certified range, I doubt that will change, I wish it would but I doubt it.

No. The blanket ATT applies to transporting the gun for recognized routine reasons (e.g. to the range and back). It does not provide authorization to transport the gun anywhere you like or to shoot it anywhere except at an approved range.

Apparently the government moved to force the RCMP to implement the measures in the bill immediately, so my earlier post re the time periods (which was from the RCMP) has been overtaken by events. Normally, you expect there to be a delay with these things, as the new law has to be implemented and people trained on new policies, etc. Not this time ... that's politics for you.

The gunsmith or bringing it back from the store, do those still require short term ATTs?

It appears that the RCMP decided to release the Bulletin based on their timeline that did not correlate to the release by the Public Safety Minister.
Pretty sure they got their fingers smacked again, told to take it down and to release it when there was clear timelines for each of the various changes.

What if the certified range is in AZ? Or anywhere in the US. As long as I have the legally correct paperwork there should be no problems packing for a hunting Holiday and just adding my sidearm to my ATF forms.
