Ban not really however Owners should be held liable for greater care and control of the animal. Would treat them like hand guns sure you can have one but you got to prove you can handle it also not allowed in public. At last that would only effect responsible owners that already muzzle and restrain properly their animals irresponsible people will continue to put their animals and the public at risk.
