The numbers don't surprise me at all.
I was born and grew up in WMU 28, Everyone I knew hunted, well all of the men did and some of the women. Very few hunted bears, and hose that did were guides, their clientele were Americans and a few from urban southern Ontario.
I will never be convinced that the cancellation of the spring bear hunt is the reason for moose decline. I came from WMU 28, the area with the highest bear hunting participation and most bear kills per the links above. Yet it also is one of the areas hardest hit in the latest moose survey.
