    Its possible that if he was elevated and the moose were also elevated on a rise behind the fence, that the fence itself would not be visible to him as it would be behind a hill.

    Only thing I can think of.

    Or hidden behind brush. Fence on the edge of the zoo area with a hedge row between the hunter and the fence.
    Take the warning labels off. Darwin will solve the problem.
