Not saying the owners aren't negligent. Probably should assign some costs for pet rescue. But these responders are on the payroll and on the clock and need to be payed wether they deploy or not so does it really cost that much extra. Still, negligence should not be condoned.
I’m suspicious of people who don't like dogs, but I trust a dog who doesn't like a person.
