If you sold a 1990 9.9 for $1200....I'd like to meet the buyer, I've got some prime waterfowl marshland in Arizona to sell them.....

So motor turns out to be a 4hp. I will get it running and sell it for my sister as some point. To busy now fishing to worry about it.

Any 9.9 that's running on Kijiji for $350 is a total piece of crap. I've sold good used 2 stroke 9.9 and 15's for as much as $1500 through the marina. That is assuming the engine is in good shape and runs well with a tank and hose. Hell, a new Mercury tank and fuel line will run you $300.

Keep in mind that a new 9.9 is $2800 plus tax....

Sorry. I don't see the value, but then again, you're working at a retailer with retail prices, and likely the clientele you see have more money to blow because they want the security of a warrantee. Or they simply don't want to take the time to shop around.
I've bought and sold lots of outboards on Kijiji. It doesn't take much if you're experienced to know what's good or bad, as they're simple machines.
The 1990 that I sold, I bought with another 1974 9.5 Evinrude. The 9.9 needed a fuel pump, the Evinrude needed a set of points ( actually the old ones just needed cleaning). I bought both from the Kitchener rowing club off Kijiji for the grand sum of $350. Sold both for a small profit after doing about an hour of work on each.
