Not really. One is gas operated the other piston operated, one is DI the other isn't, one has a stock mounted buffer spring the other doesn't, etc, etc.
Both use STANAG magazines, both have a trigger and a barrel. Other than that they are quite different. In fact that piston design is legal and non restricted in Canada and anyone with a PAL can purchase one. I hunt coyotes with one designed like that.

may not be able to say that forever. When JT decides it's gone, it's gone. If the guy thinks he can completely stack the deck and rig the way we vote without a referendum do you think he cares about your rights to own a black gun?

You can put an MCX upper on any AR-15 lower. Yes, the bolt and recoil mechanism is entirely different, but these two rifles have much more in common than you pretend.
