Local company ignored, Wynne gov't sends contract for Ontario Ferry to Chile... Wynne gov't again...

The media reports/links are quite vague as to the details of the procurement process (eg. was there a pre-qual process). It would have been nice to learn some details from Hike about the mandatory criteria etc...

It sounds like they were able to submit a bid through a JV with a Quebec company. The Star article says they were within 5% of the winning tender. RFQ = lowest price wins if all bids are compliant. Without additional information I am not sure what the issue is? It is too bad the work could not have stayed in Ontario.

1) excluded for no visible reason or explanation

“We didn’t qualify,” said Stanton, who was given no reasons for being rebuffed.

Stanton joined forces with some colleagues in Quebec in order to stay in the process and submit an RFQ. He had to use a Quebec company to even file a RFQ.

He’s been told by his Quebec partners that their proposal was within roughly five per cent of the winning bid from ASENAV in Chile.

3) Disregard of costs. Difference $2,000,000 between bids Tariff 20%: $8,000,000, even at the JUST lowest tax rate of 4.5% the gov't will get the difference back so there is the loss of about $10,000,000 to Ontario tax payers not to mention the loss of income, unemployment payments, income taxes, CPP contributions etc. etc..

Nicholls said the import tariff could run as high as 20 to 25 per cent of the accepted bid.

4) Disregard for jobs, disregard for taxes that would have been collected from workers.

Local MPP Rick Nicholls (PC- Chatham-Kent Essex) said the two-year project would’ve created 75 direct new jobs and 50 indirect new jobs for the region.


It is in the same light as giving $200,000 to the 740 layed off Heinz employees.... idiotic and a slap in the face of all Canadians, it is either deliberate stupidity, corruption or sabotage... no other options seem reasonable especially in the light of the continued Liberal actions.

I don't think this is true ... it sounds like they submitted a JV proposal, based on the pre-qualified Que company.

Again, the reports are vague on the process. I would expect that the cost evaluation took into account the "turn key/landed cost" of the project. Again, we don't know.

Don't get me wrong. I'm not happy that this work was sourced out of the country, and would definitely support a transparent review of all the facts.

Just think 3 more years of libs in office that's why she is putting 15 more mpps in Toronto wants to keep here associated in that seat. Wait till you see your hydro bills coming in the near future and her pension plan more money out of your pay

True, the MPP for that area right down past Leamington did vote PC in the last election.... I might debate the "keep us alive" (Heinz, greenhouse, now this...) that would explain them not being eligible from the start, why it took a Quebec company to even be allowed to put up an RFQ and once they saw who would do the work rejected it for a company over 8,500 km away.... it would fit the profile of the Liberals we see in Toronto... and Ottawa for that matter.

I'm going to play devil's advocate and sit the fence on this one with RTRonthefly.

If all of these allegations are true it is disgusting. But this story says nothing of the bid process. Why was Hike Metal not allowed to bid? It sounds like they didn't meet all of the qualifications/experience required for this project, and why they had to partner with the Quebec firm.

Next, was the cost evaluation complete? Was it based on delivered cost? Cost of managing the contract (inspection costs/surveillance at the dry dock in Chile, flights/accommodations), delivery included?

Was the tax revenue of the multiple jobs or the local economic impact considered?

Without more information I cannot go screaming, but things do seem well mismanaged.

Im no genius but when the local, provincial governments are doing poorly I would think it prudent to give the local regions of the province as much business as possible , especially the ones that create jobs as opposed to more PS levels of government. Look what these maniacs have done to the possible development of the ring of fire , how many billions and how many jobs for an area of the province that would truly benefit. All we get is wringing of hands and gnashing of teeth because it doesnt benefit the core group of liberal supporters.
