I can tell you that what ever buildings are on the property when new buyer purchases, it is there building or buildings to keep. Until you decide to do anything like build, you have no obligations as a new buyer to your township office about your property besides paying your taxes.
Many people purchase wood lots, bang up a cabin before the Township finds out and flip them to a new owner to have legally. Get a tax bill from the seller to show what the taxes are per year. At most they could tax you higher with septic, if they find out, but you still keep it. The integrity of the building should be your biggest concerned if it was done under the radar.
