A duplicate will be a copy, same numbers, etc. with no rules broken.

I thought I read that even though you have your tag and summary you still have to have your outdoors card.

Maybe if you read this thread at the point of my comment it was only mentioned it was replaced.
Nothing said about a duplicate at that point.
