If the amount of data is large enough that kind of bias can be corrected for. Same with guys over or under reporting their deer sightings. They adjust for that type of scheming. I do agree it's not the best data to manage a population but it's all they seem to be able to afford.

I think they put out the survey way too early as there is a lot of hunting yet to be had.... Sending it out early can make people either forget or make up numbers so they can send it in now before they forget?.... Why the rush?
