This might sound crazy but get rid of Collective bargaining and job security. These two things has destroyed the work ethic. What's the incentive to go above and beyond in your work if the next guy gets the same reward for just showing up. Wage increases should be earned not just received because its another year.Quote:

I think it can be changed but it would take a long time . The change needs to start with the people and the way the government is run.
