I've owned a few non branded trailers, and none of them needed a VIN assigned. Granted, they were all single axle utility trailers. My current is a custom 5x16 single axle atv trailer. I do recall a conversation I had in the last year or so about trailer licensing, and if I recall, the MTO was going to start assigning a VIN to home made trailers. This person was going to go to the MTO and get an extra plate and ownership made up for a trailer that didn't exist, just to have around so that he could put it on any non branded trailer he owned in the future. Other than mention of the color, there wasn't any info to distinguish one home made trailer from another on the ownership, so the intent was to use the same plate and ownership for any trailers he may build without having pay the MTO each time.
