(1) oh right, that land is open right now ... anyone is free to walk the paths, cops are not ticketing or questioning anyone on the paths. River access was granted on May 7th.
(2) the fishermen were in the water when they were asked to leave ... the municipal cops do not have authority in those waters, unless a criminal offence is taking place.
Not sure why you are obsessed with my opinion on a question that is really not mine to answer but if it matters so much that you're going to shout about it the answer is yes and no.
For people who need to fish to feed themselves it is essential.
For jackasses living outside the region who violate the Emergency Management and Civil Protection Act, drive to Port Hope and cast lines in the Ganaraksa simply to amuse themselves and relieve lockdown boredom it is non-essential.

Fishing is classified as essential plain and simple no laws broken to fish. Doesn't matter if you need it as food who in Canada needs fish to eat because that is what they can afford. ?
The mnr even says fishing is good to go.
It's the moving around that's the issue. Under the stay at home order fishing is ok traveling great distance to fish is not ok .
Stay within reason and there is no issues.
