No offense, but Mike's one of the guys on here who I'd have to say doesn't have a "poor attitude", even when he disagrees.
You, on the other hand, seem to have allowed emotion to enter your side of the argument. You started out with a pretty "out there" statement, and more than a few pointed that out. It could have been a decent open discussion, yet you decided to get angry at other posters who didn't share your viewpoint. Good thing there are 200 "silent members" on here who can bolster your position.

Where did you get the idea I had a poor attitude about leashes...I own a whack of them hanging by the back door, even have a couple dog houses with chain tethers..I never said anything against the use of them when required or legally mandatory. I just don't have to use them very often so I don't.
I do however hold scorn for sanctimonious people trying to force a nonsense idea like a 'Leash Law' based on their narrow view of reality. Maybe your neighborhood has issues but there are thousands of dogs, in thousands of towns, hamlets and farms across this province who are allowed to room free in their yards with no requirement to be tethered nor have problems with their neighbours.
You have no business suggesting to me that I should alter my dogs freedom based on your experiences. I have owned dogs all my life (going on 60 yrs) and never had a CO or OPP come and tell me a neighbour has complained or that I am in violation...NOR have I ever felt the need to involve a CO or OPP in the affairs of one of my neighbours....
The pride you seem to take about turning in your neighbours speaks volumes about your character...

Your neighbors most likely have the same poor attitude as you. Let your dogs run off a leash, meaning at large. Like the CO says got to catch the dogs in action. Your mutts just haven't been caught yet.
CL - your mixing two things together here - a) off leash and b) at large. Although in one post, you did it straight - that they are different. Off leash - well that's pretty simple. At large - off leash, off the owners property and not under control of the owner. Two different things. There are many, many farms with farm dogs that are not leashed. If they were, off what use would they be at chasing off unwanted predators. Unleashed farm dogs are pretty common in farming areas and most do not have a problem with it. A farm dog that is running off to chase deer or wander other neighbours properties isn't much use as a farm dog.
As far as calling in the law on neighbours... Personally, I'd try to avoid that unless I was already planning on moving.
Sheep dogs are working dogs. They are specially trained to chase off vermin.
