New gun control legislation the federal government tabled today includes a national freeze on the purchase, sale, importation and transfer of handguns in Canada.

The government also is pledging to start buying back thousands of banned assault weapons before the end of the year.

While the proposal falls short of a full ban on handguns, it would effectively limit their number in Canada.

"In other words, we're capping the market for handguns," Prime Minister Justin Trudeau told a press conference Monday.

"As we see gun violence continue to rise, it is our duty to keep taking action."


Trudeau says the gun control bill tabled today includes a national freeze on the sale, importation and transfer of handguns in Canada, making this the government's most ambitious attempt yet to restrict access to firearms in this country.

Public Safety Minister Marco Mendicino presented the bill in the House of Commons Monday.

"The bill we just tabled represents a milestone amidst a long and difficult battle which takes place on our streets every single day," Mendicino said at the news conference. "It's a battle which has claimed too many lives, leaving empty chairs at the dinner table, and empty desks in our classrooms."

The legislation revives some federal measures that didn't pass before last year's general election and implements some new proposals made during the campaign.

They include taking away firearms licences from those involved in domestic violence or criminal harassment, increasing criminal penalties for smuggling and trafficking of firearms, and a "red flag" law which would require people deemed a threat to themselves or others to turn in their firearms to law enforcement.

The government previously proposed working with provinces and territories to put restrictions on handguns. Trudeau said his government abandoned that idea after consultations.

"In our discussions with law enforcement, advocates and experts, it became apparent that we needed a different solution," he said.

"So we decided to take a new route, something that would tackle this issue at a national level."


The legislation, if passed, would require magazines for long guns to be changed so they can't carry any more than five rounds. Sales of larger magazines would be banned.

It also would increase the maximum penalty for offences under the law, such as illegally owning, acquiring or manufacturing a firearm, from 10 years imprisonment to 14.

"We recognize that the vast majority of gun owners use them safely, and in accordance with the law," Trudeau said.

"But other than using firearms for sport shooting and for hunting, there is no reason anyone in Canada should need guns in their everyday lives."
Government promises to buy back assault weapons

Mendicino confirmed that the government would be proceeding with a mandatory buyback program for the over 1,500 assault-style weapons the government banned two years ago — including the AR-15. He said the details will have to wait for consultations with industry on compensation and likely won't be available until this summer.

He said that the first weapons would be bought back before the end of this year.

"It's going to be hard but we are going to get it done," Mendicino said.

He added that the government is aiming to ban an even larger number of assault-style weapons through an amendment to the bill.


The legislation comes after a number of mass shootings in the United States, including a recent shooting at an elementary school that killed 19 children and two adults in Uvalde, Texas. Trudeau said in response to the massacre that Canadians are "remarkably united" in wanting to reduce gun violence at home.

Prior to the presentation of the bill, the House unanimously voted in favour of a motion expressing its horror at the Uvalde shooting and condolences to the family, friends and communities of the victims.

So,this will be enacted immediately without debate the same as the OIC. Great,but, after the bodies start dropping in huge numbers in Montreal,Toronto and Vancouver when they don't have lawful handgun owners to blame,it'll be interesting to watch the anti-gun politicians twist in the wind.

"Grandfathering" only applies while the owner is alive. Handguns are no longer able to be transfered to a family member when the owner passes away under the authority of a will. Police will be advised with the issue of a death certificate by a simple cross check program with the firearm licensing database. Knock,knock. Who's there?

Liberals Prohibit Handgun Sales/Imports
to Licensed Gun Owners


Before business opened this morning, the RCMP Canadian Firearms Centre shut down firearm retailers’ ability to verify Possession and Acquisition Licenses and perform restricted firearm transfers.


This shutdown of verification and transfer services signalled new restrictions on PAL holders were imminent.


Then the Minister of Public Safety introduced Bill C-21, An Act to amend certain Acts and to make certain consequential amendments (firearms), to Parliament.


“This means,” Marco Mendicino said, “individuals will be prohibited from buying, selling, transferring or importing handguns.”


• Once Royal Assent is obtained for Bill C-21, the sale, transfer and import of handguns will be permanently frozen.
• Until that time, regulatory changes announced today to be implemented by regulation that will temporarily freeze handgun sales intil Royal assent
• It appears the temporary freeze by Order in Council will take effect in mid-October.
• Permanent magazine restrictions will also be part of this Order in Council according to the Minister’s briefing documents.


Once passed, Bill C-21 will:


• Effectively Confiscate All Legally-Acquired Handguns through “grandfathering.” This slow-motion confiscation requires the destruction of all handguns when an RPAL holder passes away. It appears no compensation will be paid to these owners or their estates.


• Impose a permanent cessation of handgun sales, trades, imports


• Prohibit low power pellet/BB gun “replica” firearms that look like real firearms


• Chief Firearms Officers (CFOs) will be prevented from approving the transfer of handguns to individuals with limited exemptions for high-level competitive shooters (effectively ending Canada’s Olympic shooting program)


• Increase the Maximum Penalty for Gun Smuggling (from 10 to 14 years)


• Additional regulation will be tabled at an unknown time forcing (all) long gun magazines to be permanently altered so magazines so they can “never hold more than 5 rounds.” Creates a new criminal offense for altering a magazine to restore it to its original capacity.


• Create new “red flag” law allowing anyone to apply to a judge for an order to immediately remove firearms from an individual.


• Create a new “yellow flag” law allowing Chief Firearms Officers to temporarily suspend an individual’s PAL, prohibit them from using


• PAL Owners must surrender all firearms during a legal challenge of a license revocation


While simultaneously claiming to respect licensed firearm owners, the Trudeau Liberal government’s latest attack is not focused on violent criminals, drug dealers and gun smugglers. It’s focused squarely on the shoulders of Canada’s 2.2 million licensed firearm owners.


There was no mention of compensation for firearm businesses with existing inventory they are prohibited from selling, nor for orders placed with manufacturers and paid for in good faith prior to today’s announcement. Nor was there a mention for compensation for lawful firearms owners that have their legal property stolen by the government.


One mainstream media outlet asked, "What difference will this national freeze on handgun sales and transfers actually make to people who are not playing by the rules?"


In typical Liberal fashion, Justin Trudeau refused to explain how or why his application of more restrictions on licensed firearm owners will prevent criminals from plying their illegal trade in guns.

Birdbuff, I went to Parliament Hill with my dad and all his friends from the local gun club back in 1994 to protest C-68…only about 10,000 showed up.I’d like to think a protest is a good idea but too few care enough to attend. And as has been said, the media is bought and paid for.

Unfortunately most Canadians don’t hunt or own firearms. Many believe that banning all firearms would make their communities safer but don’t realize or care that piling on additional restrictions onto safety conscious and law-abiding firearm owners won’t put a dent in the crime rate. News is about sound bites and very few people have the attention span to dive deep into issues. The future for lawful firearm ownership is bleak!

This is exactly why we should be doing anything possible to educate the public. I don’t have an online presence beyond a few forums to be able to organize a protest at parliament hill, but I’d definitely go to show solidarity. Anyone on here with influence should try to organize something. We need to sway the court of public opinion through facts. They need to know!

That is why the CCFR is having events like the Range day, to garner attention and get people out to shoot who have no clue. There are atleast 26 ranges in Ontario participating. Not a huge impact but something, probably less than 1,000 people but a move away from ignorance still, I mean we already have the PolySouvient idiots calling the bolt actions from Cadex assault weapons (see episode 117 on CCFR thread), their view is the same as the ex-Liberal MP Alan Rocks "only the police and military should have firearms".

In any issue, problem or crisis there are two options, solve the problem, reducing sentences, paying 1/3 the promised to fight gangs etc. solving doesn't seem to be the goal, OR you can use the problem to achieve a goal. Well to answer your question.That would require work and Liberals don't like to work which is obvious so instead they cherry pick hence coming after law abiding gun owners which again we all know does absolutely nothing to solve the problem. To solve the problem the government needs to give the police the money and tools to go after the one's creating and causing the problems but they are afraid to do that as that would require putting the liberal voting base in jail and they can't have that as Liberals are all about hug a thug and defund the police. I've been harping for sometime now about the public needing to be educated about firearms and their safe handling and responsible use. Otherwise the Liberals will be able to continually B.S. about how great a job they are doing in terms of keeping the public safe with their gun control policies which are little more than a pain in the A** for law abiding gun owners.

Actively voicing opinions against a more restrictive system will only drive the Libs into making increasingly tighter rules. Showing responsibility and cooperation as a collective will create a balanced rule system.

As a collective car owners are not held accountable for the individual actions and restrictions put on them in that regard. Alcohol for example causes more deaths, damage to familys, human abuse and as a partaker (I assume) do you suggest that all booze be watered down to 1%? As the owner of a vehicle or a kitchen knife do you want sanctions because of no personal fault.

The governments actions and those of the antifirearm advocates show no regard for the real problems but just an ideological disconnect from reality, bans on booze, governors on cars, 1" kitchen knives are not reality and shouldn't be.The idea that a law abiding person is the problem when stats can for example shows that firearms owners are far less likely to commit crimes than the general public but should be held responsible shows a logical disconnect. Maybe you should start with watching the Brian Lilley video earlier in this thread.

Based on the stats can evidence a better solution would be to require the general population to take the PAL course, buy a firearm and join those that already have their record checked by the police on a daily basis since a firearm owner is far less likely to be a criminal than a member of the general public. I am not in disagreement with your comments above, in this information age gun ownership has been encased in the shadow of public opinion. However, we have seen, and as the OP said, we will most likely continue to see tighter restrictions in place. The NRA push-push approach has the weight of the US amendment granting rights, our ownership rules are based on a privilege not a right, and as such that privilege can be taken away. The Libs are taking the approach that we can't control ourselves and therefore they are stepping up the attack on the rules. While it is obviously true we cannot control the individual next to us we can control what we as an autonomous collective say through the voice(s) that represent us.

I would like to see the RPAL (only, not the PAL) be more expensive to obtain and renew, these extra funds could be funneled into the CBSA to finance more training, personnel, and technology driven assets. One thing I have experienced with government decisions as that they are business based, increased funding obtained from the RPAL would create a desire to increase that funding base (read more options for restricted gun owners).

The Libs are taking the idea that they can control all parts of life with higher carbon taxes, censorship laws, funding the media and restrictions is clearly evident and their disregard or even disdain for people like the water protester and the vet and ignoring of the elderly and disabled while putting punitive taxes is clear based on the evidence. They want power and to not be questions, clear reminders of 1930's Germany or the Russia you read about in Solzhenitsyn books. They don’t mention how many gun related crimes occur with illegally obtained firearms versus licensed owners firearms.

The gun regs are an attempt to regulate the rights of a quiet minority to satisfy the wishes of a loud minority. This is similiar to banning certain breeds of dogs as dangerous because some owners cannot control them. I don't like the mean looks of dobermans or shephards as well as a bunch of other dogs, but it is still the owner that is the issue, not the animal.
Today is the awakening of the right to tell everyone else what to do according to me instead of minding your own business.
Sticking noses in holes they don't belong in has become a global sport that has escalated into many of the issues rising up today and often ends up with that nose being twisted out of joint or cut off.

My older brother and a school mate of his spoke of the same thing in the secondary school they attended. However by the time I reached secondary school about six years after, all such range programs were done away with. What was lost, was an effect way of giving youth an understanding of firearm safety and the responsible use of firearms. What a horrible oversight and mistake!!! Now they are left to their own discretion about the use of firearms, and we have seen what that can result in.

There is the Canadian Firearm Safety Course which is narrowly focused on those wishing to obtain a firearm licence. What's need is a broader focus course directed at educating the general public. Directed at the people who know little or nothing about the safe handling of firearms and the responsible use of firearm and keep demanding further gun control measures. They are so ignorant they believe whatever the Liberal tell them ( in order to get votes) about how safe they will be with more gun control or the gun control that is already put in place. To paraphrase Ralph Goodale there is nothing that can protect them from a lone wolf gunman, like the one who recently shot up the school down in Texas. If a gun can't be had legally, than there is always an illegal source.

Actually there is some great elements in the Canadian Firearm Safe Course that could be expanded upon and serve as prior material for educating school age children. I suspect many books have been written on the topic of social responsibility amongst them the Bible. You know, the book people choose to pass on, because it might develop in them some moral scruples. Then there is the history of firearms and the roll they have played in our history, which leads into the contemporary uses of firearms and their roll in present day society. Another part of the course is the mechanical development of firearms and ammunition over a historical time frame. How they evolved from their rather primitive beginning to their present day forms. The material, of course, will have to be set up in an age appropriate way, but there is no reason why the study of the firearm cannot be used to establish a frame work of living with firearms versus the current irresponsible use of them and the fear factor that has been instill in people, about them. Plus educating the children is bound to have some of the ideas rub of on the parent generation. I still remember my parents attempting to explain me how long division was done.

My thoughts/wishes would be it was part of an anti-gang, it's just a tool if you use it wrong you get hurt introduction but the odds of something like that are about like a lottery ticket I think. I really am convinced that solving and preventing problems isn't what the Lib politicians want, they want to use the problem. Look at dropping the recent handgun sh** as soon as there is a tragedy. Another one in Canada and I could see semis, levers and pumps going the same way.

The current legislation means I can continue to own and enjoy my handguns. Some clarity about the magazine restrictions would be helpful as limiting all long guns to 5 rounds would affect one of mine. Until there is clarity the typical moaning, groaning and rending of garments serves no purpose.

It use to be. Many Schools use to even have ranges for 22's and archery.

There are lots of school around that have storage rooms under the school that used to be rifle ranges. In Toronto Union Station, some firehalls etc. had ranges too, amazing how closing the ranges had such an effect on crime, seems like it went way up, not down. since then. Education and facts are the enemies of the left in regards to firearms seems clear and with the new long gun registry ... Canada firearm owners are f***** if the Libs stay in power and they will use it for fear mongering and paranoia. Without a specially approved license handgun ownership was banned about 88 years ago, assault rifles over 50 years ago... bolt action rifles, shotguns, .22 rifles and depending on the definition of magazine much of the shotguns and levers are what they are working on now.

Polysouvient (spelling?) are already calling the Cadex bolt action rifles assault weapons in the media so I would suggest you rethink your viewpoint, the evidence does not support it.

I'm going tomorrow to Crappy Tire to buy me a tube of that there wheel bearing grease, and a bolt of burlap cloth. Then I'm gonna grease that there cloth up real good, wrap my model 39 Cooey single shot in it, and hide the old Cooey in a hollow basswood tree in the swamp. This reverts me back 48 years to when I actually did this as a 10 year old kid. Had to, or Mamma would have chopped the gun up with the axe! Glad I've got a single shot muzzel loader and a Ruger 1!

Badenoch I don't know how old you are but I am 53 When I was in grade 9 they taught gun safety in Schools in NB. When I was in High School (Grades 10 - 12). I use to bring my gun to School (In the trunk of my car) so I could go hunting afterwards sometimes with one of my teachers. When my mother was in school back in the 1940's they brought their guns right in the school.

So yes up until approx 1990 Gun knowledge was taught in Schools.

In Chatham in 1980 myself and others would walk through the front door of the high school with a cased shotguns and shells, but since they wanted to make sure we didn't put them in our lockers after a few weeks the trap club members were told to take them to the shop class door to be locked up until after school. Now walking near a school with a pellet gun gets you shot by the police.

Yes, and the libs have been using it as a wedge issue after Mulroney and company started the ball rolling with the FAC. The Libs discovered how popular an issue it was and just keep tweeting it and emphasizing the dangerousness of gun. Fundamentally They almost seceded in convincing those who didn’t know anything about them, that firearms were animated object capable of levating off a table, and killing people without any human agent operating them. Then came the horror of École Polytechnique, that started the end game, that firearm were to accessible and dangerous to have around period! Guns have become a wedge issue that JT has twisted to his advantage in the last two election. I’m sure if opposition parties fell in line with gun control, JT could use the old stand by, don’t believe them they have a hidden agenda.

I saw lots of talk about control/reduction and elimination,plus ban on certain arms.
All on State level,talking about preventing suffering from wars and armed conflicts.

Failed to see where this directs towards impacting the small guy.
Maybe i missed soemthing?

Like Alan Rock I think much of the Liberal mainstream has thought only the police and military should have firearms but if you talk about the WEF I think we can conclude that if you "own nothing" and rent anything you want it would fall into that category.
