Hike Metal products has been good for Ferries elsewhere in Canada including the Toronto Island, research vessels etc. and not allowed to bid....???

Thanks for posting this, had just finished reading the story in our local edition. Unbelievable decision making! What's even worse is the statement made by the spokesperson for the Ministry of Transportation who said.....the procurement process must not discriminate based on geography.

Maybe he/she should hike it to Chile for a job! I would think there will be some reaction to that statement.

a few other points to add to further irritate us all:
- this part of the province has one of the highest unemployment rates in all of Canada
- Hike has also built ships for the Coast Guard, they are more than capable

this is an absolute slap in the face that they were not allowed to bid....these are the exact type of jobs the government should be drooling over and attracting...no wonder why manufacturing is disappearing from Ontario...makes me sick...

This corrupt bunch has got to be screwing things up intentionally. They can't possibly be doing it as consistently by mistake ! There is no question the local builders could have built this boat. They have built bigger ! And to not even get the chance to submit a bid is unreal. But, I guess it's what we should expect from this Toronto government !

Wheatly is less than 20 minutes drive from Leamington (if you stop at some road side stands for veggies and fruit), and the company is more than capable, this is just incompetence, criminal or a goal to cripple Ontario's economy.... I guess if everyone is either working for the gov't or on unemployment they become dependent on the Liberal... maybe????

The media reports/links are quite vague as to the details of the procurement process (eg. was there a pre-qual process). It would have been nice to learn some details from Hike about the mandatory criteria etc...

It sounds like they were able to submit a bid through a JV with a Quebec company. The Star article says they were within 5% of the winning tender. RFQ = lowest price wins if all bids are compliant. Without additional information I am not sure what the issue is? It is too bad the work could not have stayed in Ontario.

Stanton joined forces with some colleagues in Quebec in order to stay in the process and submit an RFQ. He had to use a Quebec company to even file a RFQ.

He’s been told by his Quebec partners that their proposal was within roughly five per cent of the winning bid from ASENAV in Chile.

3) Disregard of costs. Difference $2,000,000 between bids Tariff 20%: $8,000,000, even at the JUST lowest tax rate of 4.5% the gov't will get the difference back so there is the loss of about $10,000,000 to Ontario tax payers not to mention the loss of income, unemployment payments, income taxes, CPP contributions etc. etc..

Nicholls said the import tariff could run as high as 20 to 25 per cent of the accepted bid.

4) Disregard for jobs, disregard for taxes that would have been collected from workers.

Local MPP Rick Nicholls (PC- Chatham-Kent Essex) said the two-year project would’ve created 75 direct new jobs and 50 indirect new jobs for the region.

I don't think this is true ... it sounds like they submitted a JV proposal, based on the pre-qualified Que company.

Again, the reports are vague on the process. I would expect that the cost evaluation took into account the "turn key/landed cost" of the project. Again, we don't know.

Don't get me wrong. I'm not happy that this work was sourced out of the country, and would definitely support a transparent review of all the facts.

Just think 3 more years of libs in office that's why she is putting 15 more mpps in Toronto wants to keep here associated in that seat. Wait till you see your hydro bills coming in the near future and her pension plan more money out of your pay

True, the MPP for that area right down past Leamington did vote PC in the last election.... I might debate the "keep us alive" (Heinz, greenhouse, now this...) that would explain them not being eligible from the start, why it took a Quebec company to even be allowed to put up an RFQ and once they saw who would do the work rejected it for a company over 8,500 km away.... it would fit the profile of the Liberals we see in Toronto... and Ottawa for that matter.

I'm going to play devil's advocate and sit the fence on this one with RTRonthefly.

If all of these allegations are true it is disgusting. But this story says nothing of the bid process. Why was Hike Metal not allowed to bid? It sounds like they didn't meet all of the qualifications/experience required for this project, and why they had to partner with the Quebec firm.

Next, was the cost evaluation complete? Was it based on delivered cost? Cost of managing the contract (inspection costs/surveillance at the dry dock in Chile, flights/accommodations), delivery included?

Was the tax revenue of the multiple jobs or the local economic impact considered?

Without more information I cannot go screaming, but things do seem well mismanaged.

Im no genius but when the local, provincial governments are doing poorly I would think it prudent to give the local regions of the province as much business as possible , especially the ones that create jobs as opposed to more PS levels of government. Look what these maniacs have done to the possible development of the ring of fire , how many billions and how many jobs for an area of the province that would truly benefit. All we get is wringing of hands and gnashing of teeth because it doesnt benefit the core group of liberal supporters.

While I wholeheartedly agree that such things should be considerations they must be able to certify the work to meet the requirements of the RFQ. Do you have knowledge of the bid package? The requirements of such?

I have personally won work for my employer where the project stated "Buy American" all over it (going to a US Air Force Base) But due to our certifications and multifaceted abilities we (100% Canadian Company) were given the contracts.

Once again. The Wynne government gives Ontario taxpayers the finger. What did people expect after handing her a strong majority government? Okay, here's my query given that I am well familiar with the process of government tendering and RFPs. Where are the documents? There has to be some link between the Ontario Liberals and the Chileans. Somewhere, somehow there is a money trail... has to be. There is no other logical explanation.

Chile isn't like Vietnam or Pakistan for their wages, the bid was within 5%... $2,000,000 .....a fraction of what the gov't would have recovered in income taxes and corporate taxes. One of the articles I read today pointed out one of the Atlantic Provinces was spending $3.8 million to help fund ship building in its province.

As for Chile's wages.. monthly
Factory and Manufacturing - 2,800,000 CLP Converted to CAD. $5444.35.... Take a 168 hour month.... $32.40 CAD, a descent wage I would say.

Did anyone from the Ministry of Transportation even bother to come to Wheatley to personally talk to the shipbuilder?


The question also applies to the shipbuilder in Chile. And who in the government will oversee this project? They also stated that the applicant did not meet the requirements.


Did these requirements have a hidden clause or small print somewhere?


Local resident Rick Chisholm even circulated a petition with 2,500 signatures for presentation to the MTO but to no avail. They responded with “petition or not, the contract will still go to Chile.”


My thoughts are quite simple and I’m sure everyone who has read about this travesty will agree with me: someone’s pockets have been quite handsomely lined.

not sure you can recover from squandering 2 billion by saving 2 million at a time, but it's a couple of hours of interest.

More likely he gave a good estimate with a reasonable profit margin and the decision makers are criminal or idiots or both.... no matter how you look at it isn't just $2million, it is that they wouldn't even let him bid without Quebec (possibly where the $2mil. was going) and it is $40,000,000 leaving Ontario in exchange for a ship that will have to be shipped 8,000 miles (instead of less than 50) through salt and fresh water.


Let's look at just what the gov't would get BACK the minimum corporate tax rate in Ontario is 4.5%... that alone is $1.8 million alone making up most of the 5% difference between Wheatley and Chile.

Assuming there is no Corp. profits/tax to make it easier, then say $20,000,000 is payroll and they pay just 20% as taxes in any form...I wish. there is $4,000,000. then we take the other $20,000,000 as materials and put on just the PST... $1.6 million. The economics loses, unemployment that will need to be paid to unemployed workers..... then throw in the lack of consideration to the impact of the families.

Andy Stanton, President and CEO of Hike Metal Products in Wheatley, and MPP Rick Nicholls (PC-Chatham-Kent-Essex) met with three representatives from the Ministry of Transportation Tuesday in London.

“They weren’t explicit with specific criteria,” Stanton said of the RFQ. “Some of the criteria wasn’t even requested. What am I supposed to be a mind reader? Because I didn’t cross that ‘T’ or dot that ‘I’ we’re disqualified?”


So it is either:
1) complete incompetence ....no consideration of taxes, economy.....

2) or a reason..... they can't define or explain REASONABLY ......

3) or a slap in the face of an area that didn't vote Liebral.

4) deliberate fraud (like they are already under investigation by OPP for).

A $43.4-million contract from the federal government announced Thursday has eased the sting of rejection for Hike Metal Products president Andy Stanton whose company didn’t qualify during the bidding process for a new Pelee Island ferry.

MP Dave Van Kesteren (C — Chatham-Kent Essex) said six search and rescue lifeboats, destined for use by the Canadian Coast Guard in the Maritimes, will be built at the Wheatley shipbuilding facility.

“I am proud to be part of the government that made the decision to build ships right here in Canada,” Van Kesteren said of the federal policy that mandates Canadian government vessels be built in Canada.

“The only advantage that (Hike) had was that they do good work and they came in with the best bid.”

Canada has ship building on the East Coast, the West Coast, Wheatly etc. and Ontario goes to Chile to buy....incompetent, clueless or corrupt.... I am thinking on corrupt considering the Chilean company was able to qualify when all the requirements weren't provided.
