Our great city of Toronto is once again on the leading edge. This time they have put by laws in place to ban the use of certain collars. They have also defined time limits for which dogs may be chained(tied up)
CKC and OFAH as well as NRCC have been made aware but unfortunately this puts us in a reactive mode.

What's the definition of "tethered"? Are they saying that you're not even allowed a choke chain if you're walking the dog on a leash?, or is it only in reference to a dog that is "tied-up"?
Id read that as no, you cant use any other those collars with a leash.
Another fine example of the inmates are running the ayssylum. And just adds reason 999 of why I dislike TO. I wonder how all the bench clubs are going to host thier confermation shows. No slinky choke chains. ?
Have a few friends on FB that are trainers or breeders on FB. Reactions are mixed and yes most all from Toronto...
Those is favour cite positive training, reinforcement is all that's needed

I liken it to our children. Years ago it was felt that discipline and "negative" reinforcement ( slapping/spanking) was bad for our kids. Today, we have two entire generations that are disrespectful and or unruly.

Most people in Toronto, don't know how to use a choke collar properly. They walk around strangling their dog!

Dave's passing was a big loss to the K9 community, he will be missed by many and his legacy lives on. Dave not only worked in the GTA area but also in Michigan.
This kind of over extension of authority driven by left-leaning fascists who are trying to force social engineering on the masses is what got Trump elected. Stay tuned to what happens in this country.

I called once after viewing a situation for several days. The dog was in a large muddy field chained ( 3 feet) to its' dog house. No food or water bowls present . Sun beaming down day after day.
The owners were building a new house so I guess they decided to chain the dog out there. Not acceptable.

Here's the most update response from the CKC regarding this:
CKC Denounces Recent Amendment to Toronto Animal Control Bylaw
In January, CKC provided members with an update regarding proposed amendments to Toronto animal control bylaw Chapter 349, Animals and included the results of a City survey in which Toronto CKC members and other local groups were invited to participate during the consultation process.
Most recently, CKC learned that an additional amendment was added to the bylaw and included a ban on choke collars, choke chains and prong collars—integral and effective tools used responsibly by dog exhibitors, trainers and evaluators.
Despite the fact that the survey results showed that 55% of respondents disagreed with a complete ban on these collars, and despite a City staff report recommending a ban on such collars for tethering purposes only, the move to an outright ban was later made by Council.
As you can imagine, CKC is extremely disappointed by this recent decision that clearly does not represent the voice of our members and the many Toronto dog owners.
While we applaud the efforts of the City to strengthen its animal control bylaw, particularly where dangerous dogs are concerned, we think the decision to ban these collars is misguided and falls short of its intent to target irresponsible dog owners.
CKC would like to set the record straight and will be contacting members of Council in an effort to overturn the ban, in support of caring and responsible dog owners and their dogs.
I guess for those of us who are really concerned we request the voting details of this item and target those councilors who voted for it. I today's world it is not difficult to target individuals who are so off base.

I don,t like the term dangerous dogs its much more dangerous owners.This lady who allowed her poor dog to wear a chain that actually grew into its neck was clearly not playing with a full deck.I suggest the Council approves a bye law where owners must take a training course before they are allowed to own a dog period.Even if I believed some dogs tend to be "more dangerous" they have exasperated the situation where a good training item has now been banned and dogs that are a little dominant have less and less chance of being saved.
This bye law has now been repealed by council and they are actually going to sit down and talk with trainers.
CKC Supports Toronto City Council’s New Recommendations
Regarding Dog Collars
CKC is pleased to report that Toronto City Council amended Chapter 349, Animals late yesterday, and repealed Section 8.1 which the prohibits the use of choke collars, choke chains and prong collars “or any similar device at any time on a dog”, in favour of further public consultation.
City Council has also recommended that the Executive Director, MunicipalLicensing and Standards (MLS) undertake public consultation with a variety of experts and professionalswho rely on the use of prong, choke and slip collars. Toronto MLS is expected to report back to the Licensing and Standards Committee on September 18, 2017.
CKC reached out to Council prior to yesterday’s Council meeting, to reaffirm our opposition, remind Council about the recent survey results opposing a complete ban and requested a more extensive review on such collars, with a view to repealing the ban. We thank our many members and Toronto dog owners who went on public record to voice their growing concerns with the ban.
We applaud the efforts of the City to strengthen its animal control bylaw and appreciate Council’s decision to move forward with the new recommendations, in support of responsible dog ownership.
CKC continues to support positive and humane training methods for dogs and believe that positive owner influence and education are paramount throughout the training process.

Maybe they should have mandatory training for new dog owners. The things I have seen new dog owners do are down right dangerous & degrading to K9's...
I agree 100% that behind every bad dog is an owner that is completely clue-less on dog handling. I am no dog expert but just knowing the basics would do a world of good...
