Has too much time on their hands
Bad but maybe not the worst?
Let's be honest, we won't stop most people from doing it so what makes more sense (for your own safety)?

Have the insurance companies do the same thing they do with impaired charges, double insurance every time someone is charged. In my opinion, the current fines are too low.

I just had this happen yesterday. An oncoming vehicle on a 2 lane road was more than half way across the centre line and I could see the driver looking down at their lap. I hit the horn and pulled onto the shoulder and this A hole shoots me the finger. This was also not some young kid but a guy in his forties or fifties.

When I see someone at a red light texting or on the phone I always just stare at them.......for a long time, until they get real uncomfortable, then I point my finger at them and shake it like "bad"...Its fun times.....and gets the point across too.

How many horns have you worn out, or do you just lean on it from start point to end point..

I nearly got clipped in a parking lot outside the Metro here in Arnprior. Late 30s woman in a big Caddy SUV, flying through a tight parking lot at 40-50kph, staring at her phone. She got a boot in her rear passenger door.
