Well don't see a handle or cutting blade. Paint and rust not a good start to make a food grade implement. You will need to sand blast the heck out of it. Shouldn't be a problem with the housing and spindle but the face plate will be a challenge to restore.
Unless you have some extreme sentimental attachment to it think your best effort would be to buy new.

No sentimental value at all. Maybe I'll throw it in a box and display it at my cottage.

Think that would be your best option easier to clean and restore for display. Rust and questionable paint never a good combination for food prep equipment.

Hand bombing a lot of meat (more than 10 pounds) starts to feel like serious exercise especially if you do half frozen meat. And you should do half frozen meat because it gives a better cut that makes a genuine difference in sausage and burger quality.
If your "time is money" you may be better off just buying a decent electric grinder-- 3/4 HP or higher.
And recycle the rusty one.

That's funny. I brew my own beer and that's how I mill my grains. Not with a meat grinder though, I have a grain mill.
