Print to PDF is the same as printing to a printer, you could also print it to script, there are lots of options.
The thing is, if someone is going to poach they are going to poach, having another tag that they printed will probably not make them poachers but it is possible.

i'm only speculating cause i don't know but who cares if you print off 1000 copies, the unique barcode or serial # with that tag will render the other 999 useless once it is reported. just my thoughts. i don't see how they can possibly stop multiple prints or copies.

This would work but it would have to be recorded. I would ask why they do not work with a tag termination system, you have to call in when you tag the animal or in the case where there is no cell phone coverage that the tag number be called in the night of the kill.
This would terminate that tag number, then if a CO were to stop someone with a tag that had that number but the date and time were different then they would know it was a tag copy and poaching.

This system has been in place in many states for many years.....I'm sure if it didn't work they would have stopped using it....nothing like beta testing with the rednecks in the deep south to find the loop holes for poachers

Clearly, you have no concept of the vastness of this province? Some hunt gangs are hours away from a phone or cell service. Calling in would not be practical.
