Has too much time on their hands
IMO someone (hunter or anti) absolutely staged this on purpose to send a message and the accompanying shell boxes blatantly attest to that. I've seen enough fanatics and/or immaturity on both extremes.

Absolutely zero doubt this was staged by some antis. Hopefully the MNR is clued in enough to realize this.

The guy appears to be pretty educated on the new Cormorant regulations. He's likely got the bag in his garbage.
Dumped, that is definitely the look. I would say likely dumped by an anti that took the bag out of the garbage if I had to put my money somewhere.

If you open the picture and zoom in you will note:
1) 3 boxes of the same Winchester 3" Super X 12 guage.
2) on the left there appears to be a coot or ? .... maybe just the angle
3) at the bottom the bird appears to be a gull
No shells, neat pile obviously not tossed there (hence dumped.. but), boxes look almost pristine and no shells.... what are the odds the boxes wouldn't get squashed if they had been tossed or in a bag... a bag dumped where the shells ended up on the top would put the boxes at the bottom, hence... why aren't they squashed???
Any idiot can toss a bag in their garbage can or dumpster at Timmies etc. .... I would bet that someone dug through someones garbage or saw them dumped in a dumpster and fished them out along with the boxes took them to a public place and staged them.
...P.S.
Something else seems off to me, there is a tag or leaf on the very top...do the birds seem in good shape for being shot? They SEEM (??) all young birds too.... picture isn't good enough but they look very skinny COULD they be dead birds picked up from a colony? I just can't figure out what else is off about the picture.
4) near the bottom there is some grass on top of all them and a weed on the gulls? head and what looks like a reed through the middle ...did someone drop pick up and reorganize them?

Ok so if this is a hunter. And Mnr do catch up to them Regs say to buryOk I can deal with that It’s new season Mnr might give a warning but boxes are littering
I don’t think that’s a gull
Boxes are in great shape birds are too tho
Someone someplace has likely taken pictures of this hunt and posted shared some way They’ll find them
Some are just pigs you see deer hides heads gut piles along roads

MNRF should check the shooting ranges. After blasting through 2 boxes for 7 birds he's probably working on his wing shot.

You can zoom upto 300%, that eye is not a cormorants. If it was a hawk there would be screaming that too.
There is a third box of shells under the right hand side.
Could be some idiots true, them being picked from a colony is very unlikely but it crossed my mind. The weeds on top make me think it was piled up by someone to stage it and the fact the boxes weren't crushed.... I really think someone went dumpster diving and staged it.

How many birds your estimate I say 12 plus
Dumpster dive was a fresh one. Birds eyes are still clear
I’m going to say 5-6 guns found a honey hole and let loose. And I don’t think it was in water either
Sad damn 12 shovels of dirt they could have hide them tossing shell box’s on them looks fishy or truely stupid

Ok..now I have shot Cormorants when I was in New Brunswick, which was many moons ago. NOW maybe it's just me but the feathers look like the birds where washed and blow dried..
Take the warning labels off. Darwin will solve the problem.
