    When they start killing people and destroying property and their animals they will have no one to blame but themselves. I remember when the cottagers in southern ontario hand the spring bear hunt cancelled because they weren't seeing many black bears around. Two years later and damages to their cottages and property over the winter, they were crying for the hunters to come back. There is a balance that needs to be kept to protect everybody. Be very careful of what you wish for!

    I don't understand how they buy them "in perpetuity". Wouldn't these rights have to be paid for every year?

    My guess is there is a time frame involved for renewal but that they have first right of refusal. Essentially they can then have it in perpetuity as long as they have sufficient funds.

    Alternatively it could be like mineral or tree rights that in some cases are owned in perpetuity independent of the land ownership.
