Also against the USA laws. Need an export permit according to the USA Customs.
For a scope?

I believe so. Those Americans are sticky on letting anything gun based leave the country.

ITAR restrictions on rifle scopes are only for those that have a military application. As a general guideline, if the scope has a Mil Dot reticle it is likley restricted. Hunting scopes do not fall into this category.
Here is a link to the Munitions List.

I tried to order a hunting scope (nikon prostaff) from Bass Pro in september and they wouldn't ship it to me?? So I called them and they said it because it's considerd a "firearm of some sort"??
So I had to buy it here 40$ more

I've had the same thing happen repeatedly with a non-military, 2x hunting red dot and a turkey choke.
Apparently, anything that attaches to a firearm is fair game to be stopped at the border.

I've heard from a reliable source that the plans for the Ottawa store were cancelled. I'm going to ask again to make sure he was not pulling my leg, but I don't think he was.

Their website still indicates a 2015 opening. First they cancelled Mirabel and now possibly Kanata?
