Page 69 of this years Hunting Regs, Summary , 1st paragraph BOLDED , reads ;
Hunters who are not successful in the draw for a controlled deer hunt validation tag may not participate in the controlled deer hunt.
So for her to be able to use her seal, she first must apply for the controlled hunt , and be successful in the draw.

As was stated in his first post, he asked if she still had her game seal could she use it during the controlled hunt assuming she was chosen for the hunt in the draw.
