I also heard the rumor about annual inspections. I haven't really looked into it, or seen any proof.
As far as I know, there are provinces where this is a requirement for years already. If you properly maintain a vehicle, it isn't hard to pass an annual safety. I could certainly see an opportunity for fraud if that system were Implemented.
I am pretty sure it cost more than what we pay for them to produce the sticker and have someone at the private facilities send it out to us or sit there at a desk and hand it over to us.
This system has been removed from a lot of other jurisdictions a long time ago, you still have to register your car and update the information, just not bother with paying as it can all be done in a database online.
If the government can produce evidence that there is a serious problem that warrants inspections then I might buy into the program. Otherwise, they can pound sand!
