When was this? I am just saying what I was told 1 week ago, with a 45min or so call with the CFOs office.
Is it possible that since he knew the CFO quite well that the CFO gave him the ok that his range was safe but not that it was "certified".
I have a friend whose buddies shoot on their property after a walk around with a CFO but he cannot tell me if there is paperwork of any kind that states that the CFO said it was ok or even if it was the CFO that walked around with them, ha ha.
I know we have one CFO for the province but the range rules are all over the map, in Woodstock the range a friend of mine is on you cannot see the sky from the firing line, they have to have baffles filled with sand all the way out to 100 yards, at my gun club we just have berms on the sides and at the end, both ranges are approved but the Woodstock would not have been approved with just berms.
I do not believe anything with respect to gun laws unless I have it in a release on paper, saying I called the CFO and they said it was ok would not mean anything to a local LEO who decided they do not think I should be able to do what I am doing on my own property, it is not worth the fight in court. Now, if I can just get the paperwork that says I can have a private range on my hunt camp property then I would be all set, and that would be awesome.

I think you would argue the sky is red! I don't care what you believe or what they told you on the phone. I have no reason to make this up nor would my friend.

I don't care at all what you think or what your buddy thinks, if I cared then I would never actually do the research.
This is your gun license, your guns, your property in your province within your municipality, you do your own research and make a decision for yourself.
You do not care what the CFOs office said and what the firearms laws do not say, that is fine, come back to me and show documentation for the private range, if there is no evidence it is not correct, period. This is the exact reason I was looking for the place in Canadian law that stated that you cannot shoot a restricted on your own property, there is none. You need an ATT to transport it to and from a range to your property but there are actually no laws written down apparently that control anything but the transportation.
Do your own research, decide for yourself, I don't care at all, I have said numerous times that I would not trust anything without it in writing.

Excerpts from the firearms act. They are looking for structured activities not a guy setting up a few cans and plinking away in his back forty IMHO.
My BIL did it all the time without concern until he recently passed away. No one ever complained.

(2) A provincial minister may approve a shooting club or shooting range for the purposes of this Act if
(a) the shooting club or shooting range complies with the regulations made under paragraph 117(e); and
(b) the premises of the shooting club or shooting range are located in that province.
117 The Governor in Council may make regulations
(e) regulating
(i) the establishment and operation of shooting clubs and shooting ranges,
(ii) the activities that may be carried on at shooting clubs and shooting ranges,
(iii) the possession and use of firearms at shooting clubs and shooting ranges, and
(iv) the keeping and destruction of records in relation to shooting clubs and shooting ranges and members of those clubs and ranges;

If I had enough land (I don't) I would definitely make myself a range and I would get it certified a few people have done it and did it to spec like a regular range.

I know a farmer where I have permission to varmint/predator hunt who built his own "range" that consist of a ditch the width of a D8 Cat blade and angled into the ground to 60M such that the berm at the end is 5M high. With a little landscaping with shrubs and a few trees planted around,it's out of sight from the road,driveway or house. It isn't used regularly,has never been inspected (the less said the better) and has never had a complaint. Under those circumstances,it would be exceedingly difficult for a charge to be laid that would have any chance of success in court. I'm with Paul Neal on this one. All the regulations seem to apply to commercial establishments. Nowhere is any mention made of private ranges at one's own home save unsafe discharge,careless use,possession for a dangerous purpose and municipal bylaws. Like someone else mentioned,it's like real estate depending on location,location,location and a huge dose of common sense.
